Employment Type: Permanent, Full-Time
Salary: £80,000 - £110,000 + Car/Allowance + Executive Benefits
Position Overview Are you a strategic preconstruction leader ready to direct work-winning operations for a top-tier construction main contractor?
We are recruiting a Senior Preconstruction Manager to join the Regional Senior Leadership Team in the West Midlands. Operating from a central West Midlands hub, you will take full ownership of the region’s preconstruction and bid strategy, leading multidisciplinary teams to secure high-value commercial, education, industrial, and public realm schemes valued between £15m and £40m.
This is a high-visibility leadership role acting as the executive face of the business across key regional frameworks, developer networks, and public sector procurement routes.
Key Responsibilities
Strategic Leadership: Collaborate with the Senior Leadership Team to define, execute, and refine the regional work-winning strategy across the West Midlands. Team Direction: Lead, mentor, and allocate resources across a multidisciplinary preconstruction division, including Bid Managers, Bid Writers, Estimators, Marketing, and Business Development. End-to-End Tender Management: Oversee the complete bid lifecycle from Expression of Interest (EOI) and Pre-Qualification Questionnaires (PQQ) through to final contract award and site handover. Client & Stakeholder Engagement: Drive executive networking with framework partners, developers, and local authorities to cultivate early-stage opportunities. Proposal Governance: Champion best practices in bid strategy, value engineering, digital delivery methods, and sustainability frameworks.
Requirements & Experience
Track Record: Proven leadership as a Preconstruction Manager, Head of Preconstruction, or Senior Bid Manager within a Tier 1 or major Tier 2 main contractor. Framework & Contract Expertise: In-depth knowledge of NEC and JCT contract suites, procurement routes, RIBA stages, and framework management. Pipeline Delivery: Demonstrated history of leading complex tender responses and winning capital schemes in the £15m–£40m range. Commercial Acumen: Strong capability in value engineering, risk mitigation, and commercial strategy alignment.
